Solar panels in Bromley: suburban roofs, protected streets and the Kent Downs edge
Bromley stretches from Penge and Beckenham in the north to Biggin Hill and Downe in the south, and much of it is suburban housing with its own pitched roof. That suits solar well. The planning picture is more layered than in many outer boroughs, though, because Bromley protects residential character through local designations and Article 4 directions as well as conservation areas.
Conservation areas and Areas of Special Residential Character
Bromley Council says the borough has 47 conservation areas, including Shortlands Village, Bromley Town Centre, Chislehurst Road in Petts Wood, The Covert and The Thrifts. On top of these, the council uses its own local designation, the Area of Special Residential Character (ASRC), for well established residential areas with a distinctive layout and feel. Petts Wood, Park Langley, Bickley, Chelsfield Park and The Knoll are among them.
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first. An ASRC is not a conservation area, so on its own it does not change these solar rules. Our guide to planning permission for solar panels in London explains the national position in more detail.
Article 4 directions in Petts Wood and beyond
Bromley has a long list of Article 4 directions. In 2022 the council confirmed directions that bring roof alterations under planning control in two places: the Petts Wood ASRC (Part 1, Classes B and C, covering roof enlargements and other roof alterations) and the Chislehurst Road Conservation Area (Part 1, Class C). The council's 2025 appraisal for Chislehurst Road also asks owners to keep the original red clay tiles where possible and to use matching materials for repairs.
Separate 2022 directions across many ASRCs and protected views remove rights to add extra storeys, and The Chenies in Petts Wood has its own direction from 2012 covering roof alterations visible from the road. We read the Petts Wood, Bickley and Chenies directions and none of them removes the right to fit solar panels, but we check the direction that covers your street before we design anything. Where roof work is controlled, replacing or altering the roof before solar may need permission even when the panels themselves would not. Our article on whether you need a new roof before solar covers that sequencing.
Listed buildings, solar tiles and the Kent Downs
A listed building needs planning permission and listed building consent for solar panels. You can check whether a property is listed or locally listed on the council's interactive map. The Chislehurst Road appraisal points to the council's Urban Design Guide, which identifies solar tiles as an alternative for sensitive conservation area roofs. In the south of the borough, the council notes that homes within the Kent Downs Area of Outstanding Natural Beauty may face additional requirements, so we check this for addresses around the rural fringe.
Flats and the grid connection
Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. The right belongs to the block, through the freeholder or management company, not to an individual flat owner, so any project starts with them.
Bromley's electricity network is run by UK Power Networks. We handle the DNO notification or application for you, and our guide to DNOs and export limits explains what affects system size.
If you live in Bromley and want a clear answer for your address, request a solar and battery quotation. We check the designations, any Article 4 direction and the roof condition before we quote, and tell you plainly whether anything needs the council's approval first.
Local planning information checked against London Borough of Bromley sources on 28 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
