Solar panels in Camden: heritage roofs and the 2026 Article 4 changes
Camden is one of the most heavily protected boroughs in London. The council has 40 conservation areas covering about half the borough, and more than 5,600 listed buildings. That does not rule solar out, but the first step is always checking which designations apply to your address. We check the designations for your address before we quote.
Conservation areas and Camden's own solar guidance
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first.
Camden's Conservation Team published its own Solar PV Panel Guidance in November 2025. It prefers rear roof slopes where possible, notes that the visual impact is greatest on slopes seen from public places, and recommends black frames and non-reflective panels. So even where a front slope is allowed, we look at whether a rear or less visible slope can do the job first. Our guide to planning permission for solar panels in London covers the national rules in more detail.
Belsize, Hampstead and South Hampstead: what changed in June 2026
Until recently, Article 4 directions in Belsize, Hampstead and South Hampstead (formerly Swiss Cottage) brought solar panels under planning control. Camden's 2022 Solar Together guidance named these areas, plus specific properties on Frognal Way, as places where solar was not permitted development.
Those directions have now been replaced. We read the new directions for Belsize and South Hampstead. They were made in June 2025, confirmed on 9 June 2026, and no longer include solar panels. The Hampstead directions were replaced on the same date, and we check the current wording for any Hampstead address before we quote. Our London list of Article 4 directions that affect solar shows which other boroughs have them.
What has not changed is roofing. The new directions still control other alterations to a roof on the front or a street-facing side of a house, and Camden's June 2026 fact sheets for Belsize and Frognal Way, and its Hampstead design guide, say these works on a street-facing slope need permission:
re-roofing in a different material
removing decorative ridge or hip tiles
adding new rooflights
If your roof needs work before panels go on, the roofing may need permission even when the solar does not. Our article on whether you need a new roof before solar explains how to judge that.
Other Camden directions
New 2026 directions in Redington and Frognal and in Fitzjohns and Netherhall were proposed to cover front boundaries and front garden hard surfaces. Older directions in Primrose Hill (1983) and the South Hill Park Estate (1989) were made before householders had permitted development rights for solar in 2008, so they cannot have removed them. They may still control other roof work, so we check them too.
Listed buildings and flats
Listed buildings need planning permission and listed building consent. Camden's guidance says panels hidden from view, for example in a valley roof or behind a parapet, are generally acceptable. It says panels on a visible main roof slope are generally not, and it strongly recommends pre-application advice.
If you own a flat, whether in a converted house or a purpose-built block, the position is different. Since 27 August 2026 blocks of flats have permitted development rights for solar for the first time, but the right belongs to the block, meaning the freeholder or management company, not an individual flat owner.
Connecting to the grid in Camden
Camden's electricity network is run by UK Power Networks. Every grid-connected system has to be notified to them, and larger systems or batteries may need approval before installation. We handle the DNO notification for you. Our guide to DNOs and export limits explains what that involves.
If you are in Camden and want to know what your roof and your designations allow, request a solar and battery quotation. We will check the planning position for your address, survey the roof and design a system around what is actually permitted.
Local planning information checked against London Borough of Camden sources, including the Belsize and South Hampstead Article 4 directions themselves, on 27 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
