Solar panels in Hackney: Victorian terraces, Article 4 streets and estate rooftops
Hackney's housing is dense, varied and old. Much of it is Victorian and Georgian terraces, many split into flats, alongside large council estates. Social renting alone accounts for around four in ten households (Census 2021). Before planning solar here, the questions are usually "which street are you on?" and "who owns the roof?"
35 conservation areas, starting with the Claptons
Hackney has 35 conservation areas. The first four, designated in 1969, were Clapton Square, Clapton Common, Clapton Pond and Clissold Park. The council notes that in a conservation area even minor roof alterations can need permission. Solar panels themselves are treated more generously. Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first.
Listed buildings need planning permission and listed building consent. Hackney's Retrofit SPD, in force since January 2026, asks for panels to be sited carefully. It also warns against fitting panels that would have to come off again for later roof insulation. Our guide to planning permission for solar panels in London explains the national rules in more detail.
Brownswood: where the solar right has been removed
Hackney is one of the few boroughs to use an Article 4 direction against solar. We read the Brownswood direction. It was made in May 2024, confirmed in March 2026 and has been in force since 23 April 2026. It removes the householder permitted development right for solar equipment, along with roof alterations, porches, chimneys, front boundaries and exterior painting. On the houses it covers, panels on any roof slope need a planning application, so we build that into the timescale from the start.
Well Street, Beck Road, De Beauvoir and St Mark's: watch the roof itself
Other directions take a different line. The Well Street direction (May 2024) removes rights over roof alterations but does not mention solar. The confirmed Beck Road direction also covers roof alterations. We read the De Beauvoir and St Mark's directions, both made in July 2008 and approved that November. They cover extensions, roof alterations, porches, hard surfaces, front boundaries and painting in the parts of those conservation areas they map, and they do not cover solar. Shacklewell Green's 2018 direction covers named streets including April Street, Perch Street and Seal Street.
Not every document is published in a readable form, so we check the direction that applies to your street rather than assuming. Where roof alterations are controlled, re-covering or altering the roof before solar may need permission even when the panels do not. That matters if you are weighing up whether you need a new roof before solar. Our London list of Article 4 directions that affect solar shows which other boroughs have them.
Converted flats and estate blocks
Many Hackney homes are flats in converted houses or purpose-built blocks. Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. The right belongs to the block, meaning the freeholder or management company, not an individual flat owner. The council's own energy company, Hackney Light and Power, has installed around 1 MW of rooftop solar across three council estates. If you own a flat, the first conversation is with whoever controls the roof.
Connecting to the grid in Hackney
Hackney is served by UK Power Networks. Most home systems are notified to them after installation. Larger systems, or homes with a battery and a big inverter, may need approval first. We handle the DNO paperwork. Our guide to DNOs and export limits explains when approval is needed.
Whether you are in a Brownswood terrace, a De Beauvoir villa or a converted flat in Dalston, we check the designations for your address before we quote. To find out what is possible on your roof, request a solar and battery quotation.
Local planning information checked against London Borough of Hackney sources, including the Brownswood, De Beauvoir and St Mark's Article 4 directions themselves, on 27 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
