Solar panels in Hillingdon: village conservation areas, canal locks and a different grid operator
Hillingdon is London’s westernmost borough, stretching from Harefield and Northwood in the north to Harmondsworth and Longford beside Heathrow in the south. Two things set it apart for solar. Its conservation areas are mostly old village centres and stretches of the Grand Union Canal rather than whole districts of terraces, and much of west London’s local electricity network is run by SSEN rather than UK Power Networks, the operator most London guides assume.
Old villages, canal locks and 1930s estates
Hillingdon Council lists 31 conservation areas. Many are historic village cores, such as Ruislip Village, Eastcote Village, Ickenham Village, Harefield Village, Hayes Village, Harlington Village and West Drayton Green. A distinctive group follows the canal: Cowley Lock, Uxbridge Lock, Denham Lock, Widewater Lock, Springwell Lock, Black Jacks and Copper Mill Lock, and Bulls Bridge. Others protect planned suburbs, including Eastcote Park Estate, Morford Way, Ruislip Manor Way and The Glen in Northwood. The council's appraisal of Eastcote Park Estate picks out its hipped and fairly shallow pitched roofs as part of its character, which is worth bearing in mind when planning a neat, even panel layout on a hipped roof.
The council also has 15 Areas of Special Local Character, such as Dene Road in Northwood, Garden City in West Drayton and Raisins Hill Estate in Eastcote. These are local heritage designations, not conservation areas, but the council says it aims to preserve their character when it assesses proposals.
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first. Listed buildings need planning permission and listed building consent. Our guide to planning permission for solar panels in London covers these rules in more detail.
Article 4 directions in Hillingdon
Hillingdon's published Article 4 directions are mostly borough-wide rather than tied to particular conservation areas. They cover conversions of houses to small shared houses (HMOs), large single-storey rear extensions, changes of commercial premises to homes, and employment land. The council's descriptions of these directions concern use and extensions, not roofs or solar. We could not read the signed documents themselves, so we check the current position for each address before we quote rather than assume no direction applies.
Flats and larger blocks
Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. The right belongs to the block, so it is the freeholder or management company that needs to agree and arrange an installation, not an individual flat owner. If you own a flat and want panels on the roof, start with whoever manages the building.
Connecting to the grid in west London
The Greater London Authority identifies SSEN (Scottish and Southern Electricity Networks) as the network operator serving Hillingdon, along with Ealing and Hounslow, and notes that parts of this network are under capacity pressure. Boundaries between operators do not always follow borough lines, so we confirm the operator from your postcode. Most home systems are notified under G98 after installation; larger systems, or a battery that pushes total export capacity above the G98 limit, need a G99 application before installation. Our guide to DNOs and export limits explains how this affects system size, and we handle the notification or application for you. The same applies if you later add a battery to existing solar panels.
If you live anywhere from Northwood to West Drayton, we check the conservation area, Article 4 and listed status of your address, look at the roof and confirm the network operator before we quote. When you are ready, request a solar and battery quotation.
Local planning information checked against London Borough of Hillingdon sources on 28 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
