Solar panels in Islington: parapet roofs, terraces and 42 conservation areas
Islington Council lists 42 conservation areas, from Clerkenwell Green and Charterhouse Square in the south to Barnsbury, Canonbury, Highbury Fields, Tufnell Park and Whitehall Park further north. The newest, Poets Road near Newington Green, was designated in September 2025. Planning designations vary from one street to the next here, so we check the designations for your address before we quote.
What a conservation area changes for solar in Islington
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first. The council's own solar guidance also asks for panels to be placed where they are least visible from public views. Our guide to planning permission for solar panels in London explains the national rules in more detail.
Article 4 directions in Islington
The council says Article 4 directions apply in 40 of its 42 conservation areas, mainly controlling minor alterations such as windows, doors and painting brickwork. Its December 2024 permitted development guide for low carbon measures states that its Article 4 directions affect the rights for windows and external insulation, not solar. Some directions go further on roofs, though. The St Mary Magdalene direction from 2003 covers roof alterations on properties fronting the highway, so roofing work done before a solar installation may need its own permission even where the panels do not. A new direction for Poets Road was made in June 2026 but is not yet in force; its published notice covers roof lights on slopes visible from the highway, windows, doors, porches, chimneys and front boundaries, and does not list solar. The council maps its directions on its interactive map, and we check the direction for each property rather than relying on a borough summary.
Valley roofs, parapets and listed terraces
Many older terraces, particularly in Barnsbury, have a hidden valley, or butterfly, roof behind a front parapet; the council's Barnsbury design guidelines call it the most common roof form in that area. These roofs can take panels, but the two slopes face inwards, the area is small and parapets and party walls can cast shade, so a survey decides whether the yield justifies the work. If the roof needs attention first, read whether you need a new roof before solar. Islington also has around 4,500 listed buildings, according to the council. A listed building needs planning permission and listed building consent for solar.
Flats and council-owned blocks
Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. The right belongs to the block, meaning the freeholder or management company, not an individual flat owner. In Islington that is often the council itself: its housing strategy describes managing over 25,200 tenanted and 10,700 leasehold homes. If you are a leaseholder, the freeholder's consent comes first.
Connecting to the grid in Islington
Islington is served by UK Power Networks, the distribution network operator for this part of London. We handle the DNO notification or application as part of the job, and our page on DNOs and export limits explains how system size affects the process.
If you live in Islington and want to know what your roof and your street allow, request a solar and battery quotation and we will check the planning position for your address as part of the survey.
