Solar panels in Lewisham: slate terraces, conservation streets and one Article 4 that covers solar
Lewisham has 29 conservation areas, and they cover a large share of its Victorian and Edwardian streets. They range from Blackheath, which was designated jointly with Greenwich in 1968 as London's first conservation area, to Brockley, Telegraph Hill, Hatcham, Ladywell, Lee Manor and Forest Hill. The newest is Perry Vale and the Christmas Estate, designated in 2019. Most solar enquiries here start with the same question: does the conservation area stop me? Usually it does not, but Lewisham has one street-level exception and a lot of roof controls worth knowing about.
What a Lewisham conservation area does and does not restrict
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first. Lewisham's own solar guidance makes the same distinction for walls facing a highway. Blackheath is also within the buffer zone of the Greenwich World Heritage Site, so panel layout there deserves extra care even where no application is needed. Our guide to planning permission for solar panels in London explains the national rules in more detail.
Article 4 directions: Perry Vale and the Christmas Estate is different
The council publishes more than 30 Article 4 directions. Most remove rights for doors, windows, porches, boundaries and roof alterations on specific streets. The Perry Vale and the Christmas Estate direction, in force since April 2020, goes further. For the addresses it lists on Perry Vale, Sunderland Road, Church Rise and South Road, it withdraws the permitted development right for solar PV and solar thermal equipment. A planning application is therefore likely to be needed before panels go on those houses.
We also read the more recent directions for Telegraph Hill (2008), Ladywell (2010) and Lewisham Park (2019). They control roof alterations, porches, chimneys, boundaries and painting, but not solar panels. Not every older document is published in a readable form, so we check the direction that applies to your street before we quote rather than assume. Our London list of Article 4 directions that affect solar shows which other boroughs have them.
Re-roofing slate roofs before solar
Many Lewisham directions bring "alterations to the roof of a house" under control, and the council defines this to include replacing roof materials. If your roof needs work first, that roofing may need permission in an Article 4 street even where the panels would not. Local guidance points the same way. The Telegraph Hill appraisal treats swapping slate for concrete tiles as harmful, and the Hatcham guidance asks for natural or good quality artificial slate when roofs are re-covered. It is worth deciding whether you need a new roof before solar before anything is ordered.
Flats, listed buildings and the grid
Some council pages still say flats have no permitted development rights. That changed on 27 August 2026. Blocks of flats now have rights for solar, but the right belongs to the block, through the freeholder or management company, not to an individual flat owner. Listed buildings still need planning permission and listed building consent. Lewisham is on the UK Power Networks distribution network, and we handle the notification or application for you. Our guide to DNOs and export limits explains what that involves.
If you live in Lewisham and want to know where you stand, request a solar and battery quotation. We check the designations for your address, including any Article 4 direction on your street, before we design the system.
Local planning information checked against Lewisham Council sources, including several Article 4 directions themselves, on 27 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
