Solar panels in Southwark: council guidance, the Dulwich Estate and blocks of flats
In Southwark, three local factors are worth checking before a solar installation: council guidance that is stricter on paper than the national rules, the Dulwich Estate's own approval process, and the new solar rights for blocks of flats in a borough with London's largest council landlord.
Southwark's conservation areas and the council's own guidance
Southwark's published list names 53 conservation areas, from Bermondsey Street, Tower Bridge and Borough High Street in the north to Camberwell Grove, Nunhead Green, Dulwich Village and Dulwich Wood further south. The borough also has around 2,200 listed buildings and structures. A listed building needs planning permission and listed building consent for solar.
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first.
Southwark's own guidance takes a more cautious line. Its renewable energy planning page and its Heritage SPD both say that solar in a conservation area needs planning permission. Where the two differ, we look at your address and advise whether a lawful development certificate, which gives you the council's written confirmation, or a planning application is the right route before any work starts. Our guide to planning permission for solar panels in London explains both.
The council also says minor roof alterations in a conservation area need planning permission. If your roof needs work first, read whether you need a new roof before solar before booking roofing work.
Article 4 directions: Sunray Estate and the Great North Wood
Two of Southwark's Article 4 directions matter most for work on houses. The Sunray Estate direction near Denmark Hill was made in May 1987 and confirmed in November 1987. It covers external alterations visible from the road, porches, hard standings and front boundaries. Because it predates householder solar rights, which arrived in 2008, it cannot have removed them.
The newer Great North Wood direction has been in force since 30 January 2025. It covers homes within 15 m of the woodland around Dulwich and Sydenham Hill Woods, including Grange Lane, Woodhall Drive, Great Brownings, Crescent Wood Avenue and part of College Road. We read it: for houses it removes the rights for extensions, outbuildings, hard surfaces, fences and walls, and ground source heat pumps, but not for solar panels. Southwark's other directions mainly deal with changes of use, demolition and telecoms equipment.
The Dulwich Estate Scheme of Management
Just over 4,000 Dulwich properties sit within the Dulwich Estate's Scheme of Management, which licenses development work alongside the council's planning system. The Estate's July 2025 solar guidelines say most installations need its prior approval and that front roofs are generally not permitted, with rear, side and flat roof sections usually acceptable if not conspicuous from the road. If your home is in the Scheme, we design around them.
Flats and council blocks
Southwark describes itself as the largest local authority landlord in London. Since 27 August 2026 blocks of flats have permitted development rights for solar for the first time, but the right belongs to the block, through the freeholder or management company, not to an individual flat owner. For a council leaseholder, that means the council as freeholder.
Connecting to the grid in Southwark
Southwark sits within the London Power Networks area run by UK Power Networks. We handle the DNO notification or application for your system, and our guide to DNOs and export limits explains when a larger system or battery needs approval first.
If you live in Southwark and want to know what your roof can take, request a solar and battery quotation. We check the conservation area, Article 4 and Dulwich Estate position for your address before we quote.
Local planning information checked against Southwark Council sources on 27 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
