Solar panels in Sutton: suburban roofs and a handful of local controls
Sutton is a largely suburban borough, and for most houses with a pitched roof, solar is permitted development. The local detail that matters sits in a small number of places: the borough's conservation areas, one conservation area with its own Article 4 direction, a long-standing direction on roof alterations for individual properties, and Sutton's own Areas of Special Local Character. Here is how each one affects a solar or battery project.
Fifteen conservation areas, from Carshalton Village to Cheam
Sutton Council says the borough has 15 conservation areas. They include Carshalton Village, Cheam Village, Beddington Park, Beddington Village, Carew Manor, Wallington Green, Wrythe Green, Landseer Road, Grove Avenue and Sutton Garden Suburb. The council also records 181 nationally listed buildings across the borough, with a notable cluster in Carshalton Village.
Under the national rules, the restriction in a conservation area applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first. A listed building needs planning permission and listed building consent. Our guide to planning permission for solar panels in London covers these rules in more detail.
Sutton Garden Suburb and the borough's other Article 4 directions
The council lists Article 4 directions for Sutton Garden Suburb, Sutton Town Centre, houses in multiple occupation, and roof alterations to specific properties. The town centre and HMO directions deal with changes of use, not roofs.
The Sutton Garden Suburb direction covers Meadow Close, Woodend, Hawthorne Close, Horse Shoe Green, Oaks Close and Greenhill. The council's management plan says the revised direction came into effect in January 2008 and controls work visible from the highway, including roof alterations and a change of roofing materials. That predates the national solar rights for householders, so it cannot have removed them. What it does mean is that re-roofing in different materials before solar may need permission even though the panels do not.
A separate direction confirmed in 1984 removes permitted development rights for roof alterations on a number of individual properties around the borough. The council does not list the addresses online, so we check each property's planning history before we quote. If roof work is due, our guide on whether you need a new roof before solar explains the order of work.
Areas of Special Local Character
Sutton also has its own local designation, the Area of Special Local Character, used for places such as St Helier, the Burton Estates and Park Hill Road. The council's appraisal for Park Hill Road states that the designation does not remove permitted development rights for homeowners. It does ask for care with panels on a roof slope visible from the street, so we design a tidy, well aligned array wherever the layout allows.
Flats and connecting to the grid
Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. The right belongs to the block, through the freeholder or management company, not to an individual flat owner, so any project starts with them.
Sutton's electricity network is run by UK Power Networks. Most home systems are notified under G98 after installation, while larger systems or those with bigger batteries may need G99 approval before connection. We handle the DNO paperwork for you; see how DNO approval and export limits work.
If you live in Sutton, Carshalton, Cheam, Wallington or Worcester Park, we check the designations for your address before we design anything. When you are ready, request a solar and battery quotation and we will take it from there.
Local planning information checked against London Borough of Sutton sources on 28 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
