Solar panels in Westminster: heritage first, then the roof
Heritage is the first thing to check in Westminster, but it does not rule out solar. The council lists 56 conservation areas, including Mayfair, Belgravia, St James's, Maida Vale, Covent Garden, Regent's Park and the Queens Park Estate, and the city is home to the Palace of Westminster and Westminster Abbey World Heritage Site. What changes here is the order of the checks, and which ones apply to your roof.
Conservation areas and the World Heritage Site
Under the national rules, the restriction in a conservation area or World Heritage Site applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first.
The last point is the one to watch in Westminster. If your house or mews property has a flat roof, or a roof hidden behind a parapet, and it sits in one of the 56 conservation areas, expect a prior approval application before any panels go up. The World Heritage Site itself, inscribed in 1987, covers the Palace of Westminster, Westminster Abbey and St Margaret's Church, and planning policy protects the setting of World Heritage Sites as well as the sites themselves.
Listed buildings are different again. They need planning permission and listed building consent, and Westminster's own guidance notes that solar panels can need either. You can read more in our guide to planning permission for solar panels in London.
Article 4 directions in Westminster
Westminster's widest Article 4 directions cover basement development across the city and changing commercial (Class E) space into homes, both inside and outside the Central Activities Zone. The council's descriptions of these do not cover roofs or solar panels.
A separate set of older directions controls specified minor alterations on particular streets and estates: Abbey Gardens NW8, Bridstow Place W2, Bristol Gardens W9, Moncorvo Close SW7, the Queens Park Estate, Relton Mews SW7 and Sussex Gardens W2. They date from 1969 to 1992, well before householders had any permitted development rights for solar. If your address is in one of them, we check what the direction controls before we quote, including whether roof work is affected.
Flats and mansion blocks
Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. The right belongs to the block, so the freeholder or management company makes the decision, not an individual flat owner. The conservation area and listed building checks above still apply to the building, and a listed block still needs consent.
For a mansion block, start by asking the managing agent or freeholder, and check the roof itself: access, parapets, plant and existing services all affect the layout. Our guide on whether your London roof is suitable for solar covers what we look at. Westminster City Council also offers discounted pre-application advice for solar panels in flats and single houses, including listed buildings, which can be worth using on a sensitive building.
Connecting to the grid
UK Power Networks runs the local electricity network across Westminster. Smaller systems are usually notified under G98, while larger ones, sometimes including a system with a battery, need G99 approval before installation. We handle the DNO notification or application for you. Our guide to DNOs and export limits explains how this affects system size.
If you are thinking about solar in Westminster, we check the designations for your address before we quote, so you know early whether you need prior approval, consent or nothing at all. Request a solar and battery quotation and we will start with your roof and your street.
Local planning information checked against Westminster City Council sources on 27 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
