Solar panels in Brent: why the roof slope matters
Brent is one of the few London boroughs where local Article 4 directions reach solar panels directly. In the Queens Park, Mapesbury and Kilburn conservation areas, the directions in force since 18 December 2021 remove permitted development rights for solar panels everywhere except rear roof slopes. Panels on a rear slope can still go ahead under the national rules. Panels on a front or side slope need planning permission first.
Brent's 22 conservation areas
Brent has 22 conservation areas. They range from the Victorian and Edwardian terraces of Queens Park and Kensal Rise to Mapesbury, Brondesbury, Willesden Green, Kilburn, Barn Hill, Northwick Circle and the early twentieth century garden village at Roe Green. Kensal Rise is the newest, designated in May 2024 after a borough-wide review that also extended several existing areas. If your street was added in that review, the rules may be newer than you think.
Outside the areas where a direction says otherwise, the national rules apply. The restriction in a conservation area applies to panels on a wall fronting a highway, not to a roof slope. Panels on a pitched roof, including a front roof slope, are normally permitted development as long as they sit no more than 0.2 m proud of the roof and below the ridge. Since 27 August 2026, a flat roof in a conservation area needs a short prior approval application to the council first. Our guide to planning permission for solar panels in London covers this in more detail.
What Brent's Article 4 directions control
We read the directions for Queens Park, Mapesbury and Kilburn. Each one removes permitted development rights for solar equipment on houses except on rear roof slopes. Each also covers other alterations to the roof, chimneys, porches, front boundaries and exterior painting. The council made directions in the same format for several other conservation areas at the same time, so we check the exact wording for your street before we design anything. Our London list of Article 4 directions that affect solar shows which other boroughs have them.
In practice that means two things. Where a front or side slope is the best roof for generation, a planning application is part of the job, and we plan the timescale around it. And if the roof needs work before panels go on, that roofing is also likely to need permission. Our guide on whether you need a new roof before solar explains how to judge that.
Slate roofs in Queens Park
Queens Park also has its own design guide. It notes that most pitched roofs there are slate and that original slates can often be partly reused. It asks for panels to stay within 200 mm of the roof plane, prefers in-roof systems, and asks for panels to avoid front and side slopes where possible, which matches the Article 4 position. Slate needs careful handling during installation, and panels may need to come off later for repairs. Our article on removing solar panels for roof repairs explains how that works.
Listed buildings and flats
Brent has around 210 listed buildings. Panels on a listed building need planning permission and listed building consent. Since 27 August 2026, blocks of flats have permitted development rights for solar for the first time. That right belongs to the block, through the freeholder or management company, not to an individual flat owner.
Connecting to the grid in Brent
The local electricity network in Brent is run by UK Power Networks. Before we quote, we confirm the network operator from your supply number, and we then handle the notification or application for your system. See how DNOs and export limits affect system size.
We check the conservation area, Article 4 and listing position for your address before we quote, and tell you early if a planning application is needed. To get started, request a solar and battery quotation.
Local planning information checked against London Borough of Brent sources, including the Article 4 directions themselves, on 27 October 2026. Planning designations change, so this is general guidance, not advice for a specific property.
